GitHub Enterprise Cloud customers gain the ability to distribute Copilot Business licenses at the enterprise level, separate from organizational access controls. This approach delivers greater flexibility and scalability for enterprises seeking to deploy Copilot Business without mandating a GitHub Enterprise Cloud subscription for each individual user.
Users eligible for Copilot Business assignment must already be present within the enterprise—either as members of an existing organization or as unaffiliated users. Enterprise administrators can assign licenses directly to individual users or through enterprise teams using a dedicated licensing interface. When a user receives Copilot Business licenses through multiple channels—both organizational and enterprise-level assignments—only one license is consumed, and the user gains access to whichever Copilot license tier is highest.
The new licensing interface equips enterprise administrators with several key capabilities:
- Real-time visibility into Copilot license usage across the enterprise
- A single hub for enabling Copilot functionality throughout the enterprise and its constituent organizations
- Direct management of Copilot Business assignments at the individual user level
- The option to assign Copilot Business to enterprise teams, which are currently available as a public preview feature alongside the new licensing model
Enterprises beginning with a GitHub trial now have access to an improved onboarding experience. Enterprise administrators can initiate their trial with only Copilot Business licenses provisioned at the enterprise tier, then incorporate GitHub Enterprise Cloud licenses at a later stage if required.
